#2 Formal Input Differing Counts

This concerns Formal Inputs and the Handler superclass.

Different Formal Inputs that need to be presented to a
module in the same input record (think tab delimitted
table of inputs) might need to have the same count. If
one formal input has 5 counts and another has 8 counts,
then what do you print on the 6th row? Do you print a
space? Do you die?

The proposed change is to add a field to Formal_Inputs
that says formal input A needs the same count as formal
input B. The second part of the proposed solution would
be an additional XML attribute in the Input element
under InputRecord. <Input ... PrintIfNull = "\t"/>
would print a tab if that input ran out before other
inputs in the record.
