#15 Better translation support

Currently (1.2rc.1 and 20050814 admin2 cvs module)
stores translated strings in arrays. It is very hard to
maintain such translation. File must be edited in plain
text editor. 8bit strings from different character sets
can be corrupted.

My suggestion - use gettext functions. If you don't
want to rely on php gettext extension, see
http://savannah.nongnu.org/projects/php-gettext.
Gettext translations are easier to maintain. There are
windows and unix based gettext editors.
