#10 No labels until vertical space allows

A small selection of labels should be shown. When no sequences have vertical space to show a label, no labels are drawn, which is often the case after initially loading a dataset with. For example: 30+ sequences, 500 vertical pixels, 15 pixel tall letters with 2 pixel top and bottom buffers.

Ideally, show sequence centered labels for some level of partitioning that may be taller than the actual sequences.

This may not extend to nucleotide labels that should probably be drawn within a nucleotide that is large enough, such information is only useful at high magnification (?).
