#1 CSV Import Error with MySQL 4.0

New security features in MySQL 3.23.49 and MySQL
4.0.2 cause problems with the current install.txt
command to import of CSV data. The error generated is:

ERROR 1148: The used command is not allowed with
this MySQL version.

Possible Resolutions:

1. Remove "LOCAL" from command.
2. Start mysql client with --local-infile
