ojAlgo is not an application. It's a Java code library. The Black- 
Litterman Application (BLApp) is not Open Source. It's an example/ 
prototype application built using ojAlgo, but the source code is not  
available to you.

The BlackLittermanModel class needs large parts of ojAlgo - you need  
everything.

Don't know anything about converting Java to VB. If you attempt such  
a thing please make sure the copyright statement and license  
agreement is maintained as part of the source code.
