#50 Block Allocation Optimization for ext4

Current code of ohsm that does block allocation can be optimised.
We have to come up with more optimised algorithm for allocation in
ext4_mb_regular allocator function of mballoc.c file.

Thing that we should consider is what should be the behaviour of
block allocator if we have flag set to ADVISORY.
