#119 potential enhancement to MedTagger for overlapping concepts

My need to update it in the future to accommodate the following situation.

ConceptMention1 is within ConceptMention2 and currently one is removed only if they normalize to the same normalization target.

In some applications, people may want to remove the inner one with no condition required.
