The nvparse module which is part of RenderSystem GL sets _WIN32_WINNT to 0x0500. This value (WIndows 2000?) is too low for Threading Building Blocks 4.1, and thus the compilation of RenderSystem_GL fails. This compilation failure can be fixed by setting a proper value for _WIN32_WINNT (0x0501) up front. Enclosed patch fixes ConfigureBuild.cmake to set the _WIN32_WINNT value when TBB is the thread provider.
