#1 License dialog scroll problem

In the dialog where you must read the GNU License, the
Yes button does not become enabled after I scroll to
the bottom of the license.

The Text.ScrollPos property only shows a position 419
and it must get to at least 430 to enable the button.

This only happens on one machine.
WinXP Pro
1280x1024 desktop with 96 DPI font setting
My Application, Dialog and System fonts are all set to 12
point Arial.

I imagine my display settings have something to do with
it. Although it still doesn't work when set to 1024x768.
The position still only goes to 419.
