Can I build Vincent library for PC based OS including Windows (XP/Vista), Linux and Mac?
You could probably build the library in non-JIT mode for these platforms for the purpose of debugging.
Remember that x86 is not supported by the compiler backend, as Vincent targets mobile devices, not desktop computers.
If you just want to make use of the OpenGL ES API for development purposes, you can also just use desktop OpenGL ES, which is an API wrapper on top of the native OpenGL driver: http://sourceforge.net/project/showfiles.php?group_id=158861&package_id=178111
