Proj 4.8.0 no longer exports projects.h and changes the interface to nad_init. ogdi needs to handle these changes to keep up with proj.

I've just committed a fix to support proj >= 4.9.0 for the nad_init() prototype change. proj 4.8.0 and its lack of projects.h will be non supported. Would be good to only depend on proj_api.h though...
