#19 OGCE-WS-Messenger- new way to load configurations

A better way to load configuration has to be implemented.
following has to be done:
1) Identify components/functionalities which needs configurable parameters. ( This is required since WS-messenger is being refactored and ported to Axis2)
2) find out best suited way to store configurations ( e.g to have one xml file with all configurations)
