#1 Build from OGAB closes NIAB UI

The OGAB closes all windows that are open, in order to
build an application. It closes the NIAB window, too,
and this appears to be a bug. For example, if one
presses build button, from the NIAB window, this does
not occur. The "Close All" function should be smart
enough to exclude selected hierarchies in addition to the
hierarchy from which it is called.
