#41 @queue should perhaps always force an argument

previously I argued that @queue should just push the
item with the highest score to the speaker queue.

It appears this wasn't a good idea after all. The
admin channel is far too noisy, and since @queue
without args isn't reentrant, there can be ugly races.

Best to make the argument mandatory again.
