Please implement "community-run" channel option that
can only be added or removed by services superusers.

When this option is added, ChanServ info (and related
options) for that channel should s/Founder/Manager/g.

not a bad idea.. but not exactly a priority either. I'll keep it in
mind for Services-2 :).
