Just another user here, not a dev. Almost looks like your ISP is throttling your traffic!
I have changed throttling in the client up and down to see how well it works and it seems to smoothly throttle to whatever you set it to.
Any chance it's your firewall?
You might want to try some things on your end to track down the problem. Also try setting the throttling inside the client to a different setting and see if it still happens.
If it's your ISP using RST packets, search google for other solutions, there are ways to detect and block RST packets.
