READ ME! Bug Reporting Guidelines

I have defined new bug Groups for classifying ODS bugs, and to describe the new groups I've thrown together a quick, short Bug Reporting Guidelines. In addition to describing the bug Groups, this document describes the kinds of information that we need in bug reports.
