#461 Installation:-localized Add-in disables back button option

Installation:-localized Add-in disables back button option (Screen 3)

Repro:-
While Installing the add-in R3546 for Office XP/2007/2003 the installation shows the first two screen properly with proper button enabling but when it come to the third screen the back button is disabled.

Note:-
This scenario applies only for localized builds.

Expected result:-
Back button should be enabled for user to change his choice of options
