[OctDev] test release of octave-forge for 2.9.6

Hi all,

On the basis of reports of successful builds of the CVS version
of octave-forge, I created a new release.  It may be several
hours before it is available for download.  Please check that
it works on your platform.  If I don't hear anything bad in the
next couple of days I will make an announcement on he...@oc....
