I'm not keen to add octave patches to octave-forge because they will 
just need to be removed later.

strncmp and strncmpi rely on strtrunc which I do not have.

strcmpi is doable, but I haven't yet checked how it differs from 
strcmpi.m.in and octave's strcmpi.m.
