[OctDev] updated index

I just updated the index 
(http://octave.sourceforge.net/index/index.html) against the octave and 
octave-forge CVS versions, the previous version was from May against a 
2.9.3 release. I tried to update the INDEX files for the major changes 
since then, but if I missed something tell me and I'll add it...
