Initial import of perl script which extracts author & copyright info
from .m headers; writes 'AUTHORS' file.  This will eventually be called
from one of the initializing shell scripts.  Should first adopt a
consistent format scheme for this info and modify existing .m files
whose formats stray too far from what this routine can handle.
