As Paul Kienzle pointed out to me, in case of octave-forge, indeed any non-claimed work become BSD-licensed or public domain. From the file COPYING: <<< ... Any files not otherwise covered by a license are assumed to be covered by a BSD-style license (see COPYING.BSD) if the author is listed or in the public domain if no author is listed.
