[OctDev] assert broken for int* uint* types

Hi!

I've realized that assert doesn't work with int and uint types. Current
behaviours is as follows:
* It doesn't check if classes are equal
* int* and uint* scalars doesn't work at all (since they don't support
indexing as it's being discussed in Octave maintainers list)
* int* and uint* arrays always return as being equal even if they are
not

I attach a proposed patch against CVS version, although I'm not 100%
sure it's ok.
