[OctDev] octave-forge release candidate

I put an octave-forge release candidate on the source-forge
download site today.  We will have at least one more pass
since interp2() seems to be broken.

Meanwhile could all the first-adopters out there please give
it a try on your architecture and report what is broken.  Also,
pick a few functions (like interp2) which do not have test cases
for them and write a few so that at least we know that every
function runs a little bit.
