No, not directly. Developers have access to accounts on different architectire, but the build dependencies for complex packages tend to not be fulfilled, so one needs to bug debian-admin. Doable but tedious. I'd say let's wait a reasonable amount of time to let the current octave-forge enter testing, and then start a new cycle. Nothing wrong with releasing a handful of tarball over a couple of days or weeks to iron everything out. It really does not have to be perfect at the first attempt.
