[OctDev] someone please add these files

For some reason, octave-forge isn't letting me commit files. I can log into my 
sourceforge account as usual, but can't commit to octave-forge. There is a 
small bug in the two attached files that I'd like to fix. Would someone 
please commit them to main/optim/mintoolkit
