[OctDev] Automatic CVS activity notification

I noticed that since the last changes in the CVS server at SourceForge the
automatic cvs commit messages are not being sent to the octave-cvsupdate
mailing list.  I suspect that this problem is related to the change of the
mailhost in the CVS server, as documented in:

As soon as the CVS server will be working again, I will change
CVSROOT/loginfo to use the SF-recommended script syncmail instead of our
home-made CVSROOT/dncvspipe.  For details, see:
