Yes. The tests are for texinfo, makeinfo, etc... If they don't exist then
it should build the docs in main/comm... I'm not sure how he managed to
get this error, as the test in configure.base should have prevented it.
In any case the error message implies that texinfo is installed without
tex (not latex).... So the dependencies on their machine are all messed 
up in any case.....
