[OctDev] append_save.m

Hello all,

I just submitted the "append_save.m" file that I posted to help-octave
& octave-sources not too long ago. Please give me feedback about how
great it is, or how useless it is. :-)

I put it under:
main/io/append_save.m

Was that the right place to put it? This is my first times submitting
code, so did I forget to do something?
