[OctDev] dmodce

Hello,
    I am currently working on a simulation model which could use the
capabilities provided by the equavilent of Matlab's dmodce.  I noticed
on the octave-forge website that the communications tool box will
contain this block, but that it is currently unimplemented.  I am
willing to help code this function, but I don't want to encroach on any
developers who may be working on this already.
