[OctDev] Problem with comm docs install

So far the only problem I've had is with installing comm docs.

The problem (I think) is the target install_doc, which assumes(?) that 
$(MPATH)/comms/comms.info exists.
Install barfs at that point. Output from 'install -d':

  File `install_doc' does not exist.
  Finished prerequisites of target file `install_doc'.
Must remake target `install_doc'.
Putting child 0x000430e0 (install_doc) PID 14548 on the chain.

/usr/bin/install: 
/usr/local/share/octave/2.1.48/site/m/octave-forge/comm/comms.info: No

I really don't know what to do to fix it...
Hints?!

If we could get this fixed together with the cp flags in octinst.sh OS 
X would be all set for release.
