[OctDev] .oct files and octave compilation

the file FIXES/README says that :

The oct-files included herein cannot be loaded unless octave has been
configured with --enable-shared --enable-lite-kernel. 
======================================================================

is that true only of .oct files in the FIXES dir, or of all?
