[OctDev] next release

Hi all,

Thanks to the good folks at Debian we need to do another octave-forge
release to accomodate builds on a wide variety of architectures.  Let
the list know in the next day or two if there is anything that should go
into this release, and give an estimate of how long it will take you
to get it there.
