Right, but to what URL should I point my TortoiseSVN client to be able 
to commit changes?

I used to be able to commit changed files directly to the individual 
package directories at
https://octave.svn.sourceforge.net/svnroot/octave/trunk/octave-forge/main/io

Currently I only get:
"Unable to connect to a repository at URL 
'https://sourceforge.net/p/octave/code/11246/tree/trunk/octave-forge/main/io'
Repository moved temporarily to 
'http://sourceforge.net/p/octave/code/11246/tree/trunk/octave-forge/main/io'; 
please relocate"

I've "relocated" (changed URL) quite a bit but no luck.
