[OctDev] control-2.4.0 released in package forum - please upload

Hi all,

I've just sent control-2.4.0 (SVN Revision 11140) to the OctaveForge maintainers. Please upload it to the server. The changes are listed in the NEWS file [1]. Main new feature is the "multiplot" capability for all time and frequency response functions (10 functions in total):
bode (sys1, sys2, ...)
step (sys1, '-k', sys2, '--k')
Get it while it's hot :-)
