[OctDev] Wrong permissions in secs1d tarball

The following files have wrong permissions in the 0.0.9 tarball of
secs1d:

    inst/secs1d_dd_gummel_map.m
    inst/secs1d_nlpoisson_newton.m
    inst/secs1d_silicon_material_properties.m

Please, fix this in the next release.
