I am willing to take over the suite..

Having it as a separate module is OK for me.  The only thing I'm 
concerned about is building and setting up file paths.  E.g., I want it 
to be easy to checkout both and then be able compile extlib-test 
out-of-the-box without an explicit "configure".

I don't remember my CVS well anymore.. Is it easy to setup the CVS 
modules so that when I checkout extlib-test, I also get extlib-dev as a 
sibling?
