[Ocaml-lib-devel] Further optimized UTF8.ml

I do more optimization of UTF8.ml

  * Reordering tests in add_uchar (as John Max Skaller sugested.),
    which makes the encoder 3-5% faster.

  * iter is optimized by unsafe operations (about 30% improvement)
