Summary: cannot chose license for new publication

Initial Comment:
Adding a license to a - not yet published - publication 
doesnt work. When trying to assign a license to a 
publication (via license-tool or in the 
publication-checklist), the list of licenses is empty. 
 
you can see it, if you login on "topic" as admin and try to 
assign a license to the test-publication. topic has 
implemented the content license and the journal license 
so far.

You have to choose the licenses for assignment in the admin
section of the publications component:

login -> admin desktop -> publications -> Selected Licenses

The checked licenses will be displayed to authors publishing
their text.
