#17 Class level versus instance level relations

We need a way to indicate whether a relation is class level or instance level relation (note that OWL only has instance level relations). It was suggested that there be an annotation property defined which could be asserted on relations to indicate their status (class/instance/both).

Another possibility is to give different names/namespace for the instance and class level relations.

Brought up by BS at OBI workshop, but transcends OBI.
