#3 removal of terms that are not true qualities

These terms and everything below must be removed:

- substance (use ChEBI instead)
- function (use GO instead)
- activity

Some other terms are problematic and I would argue
should be removed:

- count (children moved to quantatitive)
- qualitative
- deviation (from_normal)

we can table these ones for discussion

We still need an adequate treatment of this

"absent" must be retained for annotation purposes, but it
must be relegated to a pseudo-quality section of the
ontology, its current placement is wrong
