New switch for the INI Tweaks list: Show Invalid Tweaks.

Disabled by default
When enabled, all tweaks in the "Data\INI Tweaks" folder will be shown
When disabled, only tweaks that can be applied to the currently selected target will be shown

good idea, but maybe call it "Show All Tweaks" instead of Show Invalid Tweaks -- they're not invalid. they're just not currently applicable.
