Details:

Headline: better support for "add ons" plugins
Description: seems a pattern is forming, so perhaps a utility can be devised to make this simpler... it would also be nice if the plugin could actually be registered/unregistered based on whether it is enabled, but perhaps that is overkill... at a minimum there needs to be a way for one plugin to figure out whether or not it should use some service or not...
