Details:

Headline: add Mode#addPopupMenuActionFxn()
Description: add an extra level of indirection, so one can add a function that is evaluated when the popup is constructed, which returns an action (or possibly null?).  This would let us enable/disable or otherwise change the items in the popup based on the current state (for example, current cursor position) without the overhead of continually listening for events and changing the actions's state
