#112 outlier_role

Hi,

DT branch would like to add outlier_role to the role branch, with proposed definition "outlier is a role borne by those members of a set that lie outside the expected distribution of that set"

We believe it is a role, though we are running into the issue that data can't bear roles.

This item should be resolved when the issue of information bearing roles/qualities in the BFO context is solved.
