#14 Server refuses to die

If there is already a server instance running, and you
start a new one on the same machine using the -d option
(which is stupid, but possible) it will block just
after printing out the splash message.

It then just kind of sits there. Control-c will
usefully entice it to print out "Shutting down"
messages, but these seem to be lies.

I think we need to get it to start telling the truth.
