File Governor is an advanced program which allows for files and folders within the system to be unlocked so that normal file I/O operations can be completed when normally they would not be able to be due to operating system restrictions for files currently in use. Once a file or folder is unlocked you will be able to force-close the file’s handle, rename, delete etc.

First of all windows 10 warned about it I'm the red box, I ran anyhow but there was a blank windows only an ACCEPT button visible, ignoring the blank eula, because I had used it 8 years ago on XP, I accepted and another blank windows. Useless to say it's a useless product.

I cannot give a (good) note at all: once clicked to execute the file, a totally blank EULA pops up! Means, not a single letter. Sorry guys - that way, I won't click on "accept".
