I want to center my view window to fill the whole TV
screen with it but
nvtv -c -w Foo doesn't centers anything, as it did as I
rember ....

So what's up here. Can you explain ?

Well according to the docs the center display command
"centers a window on the X virtual viewport (of course only
if the maximal X resolution is bigger than your current X
video mode resolution)"
So it could just be that your tv is displaying the now
centered image off center. (Mine does, it's annoying) You
can adjust it with the tv position buttons in the gui.
