#4 Plain TeX support

Having written hundred's of pages of documented code with nuweb, this is by far my favourite literate programming tool. I personally tend to prefer using plain tex rather than latex, particularly because if its nearly instantaneous typesetting times. I would love to see a nuweb that is compatible with plain tex, which is (nearly) the least common denominator of all TeX systems. I currently tend to resort to ad hoc scripts when using plain tex.
